You are installing Samsung Kies on your PC, and the installation is stuck at "installing hotfix" screen. The error is encounted when:
Anti-virus or other security software in the computer is blocking Kies;

Computer issues, inlcuding no network connection, missing the minimum system requirement of Kies, outdated operating system.
