The iOS 11 HEIC files are not supported to view on a PC. If you find out that the image files with the .heic extension cannot be opened on your Windows, you are recommended to download a HEIC viewer to convert the files into the compatible format such as PNG or JPG.
The other case is that if the HEIC photos saved on your PC are captured by your own iPhone instead of being received or downloaded from others, you can make it easier to view the images by adjusting the relative settings. Just head to "Settings > Photos" on your iPhone X/8/7 and then choose "Automatic" under the "TRANSFER TO MAC OR PC" menu. In this way, the HEIC photos would be automatically converted into the compatible format when they are displayed on your PC or Mac.
HEIC, also called HEIF, is a new image format of Apple, so now Android is not compatible with it. Thus, you cannot open the HEIC files on any Android phone or tablet. To solve the problem, you should firstly move the HEIC photos to your PC by connecting your phone to computer. Then convert the HEIC files into JPG or PNG with the converter tool. After the conversion, you are able to get the images back to Android and view the files without any difficulty.
The HEIC files cannot be viewed on the iPhone 6s or the earlier versions, even though you have updated it to iOS 11. To fix it, you should transfer the HEIC photos from iPhone to PC. Then use a HEIC to JPG converter to change the HEIC format on your PC. Now, you should be able to view the files on your computer. If you want to make it accessible and viewable on your iPhone, you just need to export the photos from PC to iPhone.

When you using AirDrop to transfer HEIC photos captured by iPhone X/8/7 to your iPhone 6s, for example, the images would be automatically converted into JPG or PNG format. In this way, you can open and view the files directly on your iPhone 6s. But please note that if you transfer the HEIC photos via a third-party app, the HEIC may not be able to converted into the compatible format.
